Land Development/ Subdivisions



Developers looking to build in Moon Township must adhere to the Zoning and Subdivision and Land Development Ordinances and guidelines set by the township's Board of Supervisors. Any inquiries can be directed to the following employees by calling (412) 262-1700 or sending an e-mail:

There are three types of approvals that regulate lot revisions, lot consolidations, subdivision and land development. These approvals include simple subdivision, minor land development and major land development. It is recommended that all developers, regardless of the extensiveness of their project, meet with Community Development staff for a pre-application conference. Following is the application process and necessary requirements for each type of approval.



Simple Subdivision

A. Applicants are required to apply for and receive approval for the following projects:

  • Lot line revisions that do not create new parcels or buildings or public improvements
  • Revisions of easements and/or of right-of-ways
  • Consolidation of existing lots
  • To establish the final interior, as-built lot lines for attached dwellings

B. In regard to simple subdivisions, Moon Township requires these recommendations and approvals:

  • The Planning Director will make a recommendation to the Board of Supervisors.
  • The Board of Supervisors will approve or deny the simple subdivision.
  • When all the requirements are met, the applicant must provide an application and filing fee. It is recommended that applicants meet with the Planning Director before submitting the final application. The deadline falls three weeks prior to the Board of Supervisors regular monthly meeting.

C. The final application must also include the following information:

  • Final plot
  • Written Confirmation of the Zoning Hearing Board's approval of all variances


Minor Land Development

A. Applicants are required to apply for and receive approval for the following projects:

  • A single-family residential development that creates two to four lots
  • A non-residential development with 5,000 square feet or less of new gross floor area
  • A non-residential subdivision that creates two or four lots
  • To establish the final interior, as-built lot lines for attached dwellings

B. In regard to minor land developments, Moon Township requires these recommendations and approvals:

  • The Planning Director will make a recommendation to the Board of Supervisors.
  • The Board of Supervisors will approve or deny the minor land development. When it is necessary to protect public welfare, persons and property, the Board of Supervisors reserves the right to conditionally approve a minor land development.
  • When all the requirements are met, the applicant must provide an application and filing fee. It is recommended that applicants schedule a voluntary sketch plan conference with the Planning Director prior to the pre-application conference. All reports and final plans must be submitted to the Planning Commission two weeks before their monthly meeting.

C. Applicants for minor land developments are only required to submit a final application, which must also include the following information:

  • Traffic impact study
  • Building elevation drawings
  • Erosion and sedimentation control plan
  • Final Landscape Plan
  • Covenants and restrictions
  • Written Confirmation of the Zoning Hearing Board's approval of all variances


Major Land Development

A. Applicants are required to apply for and receive approval for the following projects:

  • A single-family residential development that creates five or more lots
  • A multi-family residential development
  • A non-residential development with more than 5,000 square feet of new gross floor area
  • All planned residential and planned non-residential development in accordance with Chapter 208, Zoning
  • All subdivisions and land developments that constitute conditional uses or uses by special exception in accordance with Chapter 208, Zoning
  • All mobile home parks

B. In regard to major land developments, Moon Township requires these recommendations and approvals:

  • The Planning Commissions will make a recommendation to the Board of Supervisors.
  • The Board of Supervisors will approve or deny the major land development. The Board of Supervisors reserves the right to conditionally approve a major land development.
  • When all the requirements are met, the applicant must provide an application and filing fee. It is recommended that applicants schedule a voluntary sketch plan conference with the Planning Director prior to the pre-application conference. All reports and final plans must be submitted to the Planning Commission two weeks before their monthly meeting.

C. Applicants for major land developments are required to submit a preliminary application, which must include the following information:

  • Preliminary plat
  • Topographical survey
  • Preliminary slope stability investigation
  • Site conditions report
  • Phase one environmental site assessment
  • Land development plan
  • Conceptual landscape plan
  • Stormwater management statement
  • Traffic impact study
  • Infrastructure demand statement

D. Applicants for major land developments are required to submit a final application, which must include the following information:

  • Approved preliminary plat and supporting reports
  • Final plat
  • Construction plans for public improvements
  • Stormwater management plan
  • Comprehensive slope stability investigation
  • Erosion and sedimentation control plan
  • Building elevation drawings
  • Final landscape plan
  • Completion Security
  • Covenants and restrictions
  • Written confirmation of Zoning Hearing Board approval of all variances
